monitoring enable

Turns monitoring on. Rebuild your SDKs afterwards with sdk build: a generated SDK reports to the address it was built with, so SDKs built before you enabled it send nothing.

Enabling again issues a new ingest token, and the old one stops working, so update your CI secrets after.
